I. Permanent activation of devices using the public internet. Key exchange and other confidential information transfer between devices occur via the low-earth orbit satellite channel Swarm or GSM.

II. Formation of local clusters. Devices are interconnected within clusters through their proprietary terrestrial high-frequency channel. Communication between clusters happens through Swarm satellite communication or GSM.

III. Formation of continental clusters. Local clusters are interconnected within the continent through their proprietary terrestrial high-frequency channel. Communication between continents for encryption key exchange takes place via Swarm satellite communication.
